The web page may be slightly misleading: do not think that 21 persons is constantly working on GPC. AFAIK all contributors to GPC do their work in addition to another (regular) occupation. And many of the contirbutors no longer work on GPC.
It is tricky to estimate development effort, but my guesstimate is 2-3 _full_ time developers plus 10 testers should be enough to develop GPC as part of GCC.
To have a comparison: I have not metered time spent hacking GPC, but in the last year it is probably equivalent to 2-3 months.
