I don't know what you tried, but if you go under "current" in the download section (rather obvious, I hope), i.e. http://www.gnu-pascal.de/current/, there is just one release there (gpc-2.1.tar.gz and gpc-20020510.tar.gz are the same file, so whichever you downloaded would be the right one).
Also, does GPC still require Linux in order to be compiled properly?
Uh? It never required Linux to build. Though Linux was and is probably the platform where building was easiest (because all required components are usually there by default).
