I don't know exactly what's necessary for a definition file, but all the keywords are listed in the manual (or in the source in gpc.gperf -- this form may be easier for automatic processing).
Note, though, that many keywords depend on the dialect, and some keywords of one dialect are often used as identifiers in another one ...
