What about a development branch at gcc.gnu.org? I've heard these are pretty easy to get, and a branch like gcc_3_4_with_gpc_and_waldeks_patches would even be a speaking name... ;-)
Having a presence on gcc.gnu.org in *some* way may help to get:
- bugs in the back-end fixed - get changes needed for gpc into gcc.
The back-end team would no longer have false excuses "oh, did you integrate gpc been into gcc" or refuse to fix bugs (e.g. http://gcc.gnu.org/bugzilla/show_bug.cgi?id=10901) by giving a bug the lowest possible "priority".
So, if this if somebody volunteers (without introducing extra work for Frank and Waldek), this it doesn't sound like a bad idea.
