It's right there. I've set LIBRARY_PATH and LD_LIBRARY_PATH both to point there. Any suggestions for other environment variables I should set, maybe...?

Perhaps you should download the latest release of the Mingw runtime from here: http://prdownloads.sourceforge.net/mingw/?sort_by=date&sort=desc
