Help

I would appreciate help from anyone and everyone, if possible! I just downloaded the binary's to GPC for Win 95/NT. I then downloaded the cygwin.dll from ftp://ftp.cygnus.com/pub/gnu-win32/ I get a link error when I try to run any of the GPC programs. What have I installed wrong?!
